Russia is undoubtedly the adversarial power which is the most advanced and adept at using malign influence as a tool of statecraft. It poses many significant challenges to the EU, NATO, and the U.S. in Eastern and Northern Europe and the eastern Mediterranean, including military intervention and annexation, violations of arms control treaties, and malign economic and political influence. As the Kremlin’s activities test the resilience of democracies on many levels, the transatlantic focus has been on security and deterrence measures.
Mrs. Heather Conley will discuss the current challenges for U.S. policy toward Russia and Ukraine, and look for ways for the EU to play a stronger role in that relationship.
