Biography

Meinhard Hilf is emeritus since 2007. From 1991 to 2004, he taught as a Professor for Public, European and Public International Law, and Director of the Department for European Law at the University of Hamburg. Prior to his habilitation at the University of Heidelberg, Professor Hilf clerked at the Federal Constitutional Court in Karlsruhe, Germany, was a member of the Legal Service of the Commission of the European Communities in Brussels, and was a research fellow at the Max Planck Institute for Foreign Public Law and Public International Law in Heidelberg. Since 1981, he has been visiting professor or lecturer at numerous universities in Europe, the U.S. and China.

Since 1988 he has been on the roster of panelists for the settlements of disputes under GATT. He is on the advisory board of several German and American legal periodicals, as well as of the Max Planck Institute. He has also served as Special Advisor to the Council of the European Union on Elaboration of the Charta of Fundamental Rights (2000).

Professor Hilf's current research is on constitutional issues of the European Union, implementation of WTO Law and Dispute Settlement, and National Constitutions and International Economic Organizations.
